MIDI information is broken into messages, which are sent over some communication medium. There are plenty of software “MIDI devices” that can be called as such simply because they show up in the device manager when running. Note that a “MIDI device” does not have to be a piece of hardware. It leaves all managing of MIDI settings to individual applications (such as a DAW).
